Carlos,
To join as a developer you would post a message to the Firebird Admins
through the Firebird-Contact@... mailing address. In your
message if you could include a note about yourself, what you hope to
contribute and your SF ID/Alias.
From there your request will be reviewed by the admins. It is very
likely that you would be added to the project members (i.e. given CVS
commit rights). From there, we could start the process of creating a
new CVS project for the provider and then (likely) create a new mailing
list (with a news mirror at news.atkin.com).

There is nothing wrong with Interbase,
that can't be fixed with Firebird.
