I think it's a convenience and it's related to the level of technical
masochism.
If yours is low, you will want to have the tools in the path and define that
variable for the tools. Beware that MsSql among others installs itself in
the path and since it has its own program named isql.exe, your path may give
you a surprise.

I personally don't define any INTERBASE variable neither LC_TYPE var nor
INTERBASE_TMP var. When I need a tool, I go straight to the bin dir of my
debug version and type the tool's name; the tmp dir is defined in the config
file, same as extra dirs for UDFs (so my changes made to fbudf are visible
immediately after restarting the engine instead of copying it from the MSDEV
build dir).
