Given that the temporary file in windows is used by all applications that need temp space, clearly you don't have enough temp space allocated for sort files.

Read up the configuration sections of the OpGuide to see how you can configure a list of temp locations elsewhere on your system and avoid using windows temp space altogether. It will require editing the file ibconfig.
