this from Delphi application.

If you mean 'Is there a way that works on SS and Classic?' then I don't
think
so. Only on Super Server.

If you mean is there an api call that works for IB4.2, IB5.n IB6.n and Fb1.0
then you can use isc_database_info() but I recall that it wont work against
classic.

If you mean 'Is there a third-party tool that gives me this list?' then yes,
I
think most, if not all can do that.
