IBConsole has not been written to detect Firebird. I guess it is seeing
Firebird as a pre-InterBase 6 Server. 'Everyone' knows that the documented
services api was not available before IB 6, so it decides that the server
doesn't have the functionality.

Jeff Overcash, the developer of IBX and IBConsole is well aware of the issue
and I'm sure he could fix it if he wanted to. If IBConsole (and IBX, the
underlying component set) were truly open source it would be trivial for
anyone to supply a patch that fixed this problem. However, they are not true
OS projects.

I guess it is up to Firebird to try harder at pretending to be InterBase 6,
but in the meantime, the only thing you can do is use a different admin tool.
If you are looking for a free one then a combination of IB_SQL and IB_Backup
are your best bet (imo). Other than that, there are several good commercial
