Same advice as Thomas, but also if you're not the only developer.

Look for another job, you'll never get happy with that one.

If administration is going to setup their ideas in RDBMS then you're
lost anyway.
Either you're the developer then it's up to you to decide which way it
is set up or you're not the developer then you have to set everything up
as it is said by a documentation.
Since I doubt your boss might set up something like this I'm afraid
you've got no otherr option then to leave (or just staying for getting
your wage and a gastric ulcer).
