This isn't really an IB problem. It's the way Windows is set to work when
you have an Internet account set up with dial-up networking. You can turn
the feature off, however, when you do, your computer will no longer
automatically connect to the Internet for you. There is no settings which
allow it to distinguish one IP requests for a local connection or another IP
request for a remote connection.

I'm not sure you are supporting IB components here. Still my question is
simply what should I set for the Server Name property of the
TIBBackupService, as whene I start the service it attempts to connect to my
internet connection! looking for a server.
Thanks for any help
PS: I'm having it all on one PC running win98...
