Another tip: Use the EXISTS() predicate - it is a lot less expensive:

create procedure TRIGGERCHECK returns (vOk varchar(255)) as

if (NOT(EXISTS(select * from RBD$TRIGGERS where RDB$TRIGGER_NAME = 'TI_ITEMENTR' ))) then
