That's pretty old. I'd suggest getting a copy of WI-V6.0.1, which
should be dated 10.01.2001, or a Firebird 0.9.4. Both have important
fixes, including one that allows the server to find additional
collation libraries.

That's where it should be.

correct collation than hoping that someone else will create one, especially
