Forgot to mention:

Last try I decided to just shut down to stop IBServer (churned for 20 minutes and
never finished).
Reinstalled IBConsole 332. Restored backup, added UCity, updated from City, deleted
city and renamed UCity to city and no problem.

But the question remains as to what was going on. The fact that the server was
still running no matter what I did and server manager accepted my stopping it but
didn't does not bode well in my mind.
