10 ^ 3 = 1,000 Thousand

10 ^ 6 = 1,000,000 Million

10 ^ 9 = 1,000,000,000 Thousand million = 1 billion

10 ^ 12 = 1,000,000,000,000 Million million = 1,000 billion.

So if as you say in "the rest of the world" one million million is a
billion, what is a million
and 1,000 million?

That is not "why" most of the billionaires live in the US.
