This is going to sound unbelievably hokey, but here goes. If you
make a policy of naming your unique indexes U_<whatever>, you won't
have this problem. Nor will you have it in Firebird 1. The name
doesn't have to start with U - anything that sorts after RDB$PRIMARY9<x>
will do.
