Following the ongoing discussion on number of affected rows and the code
samples Ann provided, when is the isc_dsql_sql_info call supposed to be
issued to return meaningfull information about insert/update/delete
statements ?

- before prepare ?
- after prepare / before execute
- after execute ? (my guess)
