It don't try to use the "wrong one"it simply don't find fbclient.dll

Certainly that during Firebird install, you didn't checked or you
unchecked the choice "copy fbclient into Windows system directory"
and since c:\Program Files\Firebird\Firebird_2_5\bin is not in your
path, FDB install can't find fbclient.dll
