Are you using firebird server ? or embeded firebird ?
you chan check if you can ping yourself ( cmd,ping localhost)
and check if firebird service is really running.
if no, try to know why
if yes, you can try to connect to your database with flamerobin (
http://www.flamerobin.org/) wich is a freeware firebird GUI SQL tool
if success, try to connect without "localhost:" : using the only database
path
