I think I see where the problem is. Phpinfo says the php.ini path is "C:\Windows" but there is no php.ini there and I do have PHPIniDir as "C:\Program Files\PHP\" in httpd.conf. As a hack (which I dislike) I copied php.ini into "C:\Windows" to see if it works but it still doesn't.
 
Answer to previous questions: Phpinfo doesn't reflect the Interbase extension and ibase_connect is not recognised by PHP.
