I am running the app on win7x64 Prof. I can browse and select the file but the problem is that the file name excludes the path to the file location when the file is. Moreover, I am not trying to save the file onto the server but am importing it into the database.

Maybe that web user under which web server runs, has no write permission into
directories where you are trying to save files.
