Sorry to bother you again, but, I removed everything (incl. registry, directories, etc.) Apache & PHP and reinstalled them. Verified the correct php.ini was being used and the correct ext directory and I still get PHP Startup: Unable to load dynamics library 'E:\PHP\ext\php_interbase.dll' - The specified module could not be found.
Now, MySQL works via php, I even renamed its dll to ensure access was to the correct directory.
Using Apache 2.2.17 win32 from apachelounge, php 5.3.5 win32, and a very early version of firebird (to keep legacy programs running).
Any further suggestions would be desperately appreciated.

I tried to override with the php.ini but the best I could get was "Fatal error: Call to undefined function ibase_connect() in E:\Apache2.2\htdocs\ibshow.php on line 9".
