I have tried everything. Would using FB 2.1.3 be an option? Does is work seamlessly with WinXP32sp3?

I know the frustration windows can cause when something simply does not work as
it should.
First step ... is Firebird running when you use Flamerobin ... That really is
the best free tool for managing the data on windows. In addition it can point
out other problems with the Firebird setup.
In PHP ... do you have the 'phpinfo();' test page working? That will show
everything that IS loaded.
Next step I would try is to look for the file GDS32.DLL - which should be
windows/system32 directory along with FBCLIENT.DLL they are the same file and a
copy can be found in the /bin directory of your firebird install. What you WANT
to make sure is that no other copies of GDS32.DLL exist ... just delete them!
