In case it helps anyone else, found the solution:

1. Created an entry in the services file for 2.1
cc_fb 7117/tcp #firebird for cc

2. Then used that entry instead of the port number in conn details:
$link = ibase_connect('192.168.1.2/cc_fb:ccord', ...
