Have you tried running the Firebird test suite from the FAQ link ( now
where was it ... ) THAT is probably the first thing to check?

had forgotten about a 'vista home' disk I had in the junk box, so I'm
running that onto one of the server boxes. It's 64 bit going onto an AMD
dual core processor which is going to mess things up a bit for
compatibility since the Apache stuff is still 32 bit, but I'm hoping to
have at least a compile setup running in the morning ...
