Well I'm doing something wrong then :(

Additional notes ...
Need to make sure that the firebird-devel is also loaded.
Need to switch to 'su' to build the /usr/local directories?
( I've tried various things now so this may be wrong? )

For mandriva 64bit
./configure --with-interbase=shared,/usr/lib64/firebird

The file being built is only 7015 bytes so something is not right, but I can't
see any error that would explain the problem.
