Depends on the clients :)

I have a number of sites where we are not allowed to put ANYTHING on the
client machines, so they get Apache/PHP and access through the browser.
Those users do not need low level access, so ibWebAdmin is not
appropriate, but since their own site support staff have the same
restrictions, they end up using ibWebAdmin to manage the data and pull
off add-hoc exports. It works very well for that.

If your clients are allowed to actually load programs, then one of the
self contained packages is probably a lot more practical. Our windows
servers all have IBOconsole and we access that via VNC or Radmin where
we can't talk direct to the machine ;) The Linux machines have a windows
box looking after local printers and other hardware so IBOConsole runs
on that - until we can eliminate THAT particular problem!
