I now have Interbase 1.5 working with my new installation of Fedora 3.
I followed the suggestion at

with one small change: Step #6 should be

# ./configure -with-interbase=shared,/opt/firebird

My tests are at

http://209.204.172.137/testphp.php

and

http://209.204.172.137/testgdb.php
