Ah, well no wonder I couldn't find any documentation on creating Stream
Blob Columns! :) So, I assume the only way to create a stream blob
column is using the low-level API's?

You don't control this from the DDL. This is a switch that you pass in
BPB (Blob Parameter Buffer), by default it is segmented.
