In my point of view, CVS version and release is two different things.
CVS might be broken, release - no. So, if people are happy with
release, they stick to it. If they found a bug, they report it, we
fix it, that take a CVS version and stick to the next release.

There might be another rule: branch new development, keep bugfixing
in a HEAD branch, merge development branch with HEAD periodically.
This is the way mozilla people work (at least i think so ;), but, in
my opinion, our project is too small to implement this scheme.
