I'd say HTML. You can easily make plain text from HTML.

Using HTML Tidy, I've made an XHTML version with inline CSS. It will look
roughly the same as the old one in any browser that has rudimentary style
sheet support, but this should be easier to maintain, because we can apply
more meaning to the different elements. Eg. the items in the contents can
be designated as "contentsItem" rather than "paragraph indented 12cm" like
they were before.
