Probably better than one that's over a year old, yes.

But if there's no roadmap there would need to be some other doc
describing the current state and planned near future of the project.
Maybe a roadmap without future/planned dates, but with planned features
and version numbers as well as "current state", e.g. 2.5 features
so-and-so, status: rc2 released 3 Feb 2010"?
