First, it's a feeling. But I'll try to describe some key elements.

* looks little bit like company site (classic company site - top
links, header, menu/navigation + content, footer)
* uses more lines and shapes than boxes
* the text readibility is on the top of priorities' list
* the navigation is simple, the design is trying to follow the eye to
it (or after the news focus etc.)
* on the main page contains related information and not repeating
stuff in a spaghetti style (i.e. last events occupiing the main space,
one after another - like blog or some articles)
* pastel colors or complementary colors and preferably white/gray/...
background (to also support readibility)
