Then that indicates part of the problem, PHP can be run locally in just
the same way as Python, Perl and C.. ;)

I'm probably to blame for that connection. When I suggested that these
languages were missing from the guide I referred to them as Web Based.

That is probably more accurate nowadays - even for PHP !
