That is correct: to *use* Fyracle for Compiere or any other application
you only need the runtime kit; to *develop* with fyracle, you need the
pl/sql compiler.

Think of it just like Delphi or VC: the compiler/IDE has to be bought
by each developer, the resulting program is freely redistributable.
