The license on the code Borland released is the IPL - Interbase Public
License. It's a legitimate derivative of the MPL - Mozilla Public
License V1.1. That license includes a description of what you must do
to create a variant of it. The reason for creating a variant is that
the MPL gives Netscape the right to issue different licenses. You can
continue to use the license under which the code was released or you can
choose to use the new one. Borland, understandably, didn't want to
give Netscape the right to issue new licenses on the code it released.
Then, after the fork, the Firebird project didn't want to have Borland
issue new licenses for the code we wrote, thus we created the IDPL -
Initial Developer Public license.

95% of the language and all the legal conditions except issuing new
licenses and some trademark stuff that Borland put in is identical to
the MPL.
