We used Web Photo Publisher for gallery on FlameRobin's website:

It's open source, written in Java. Basically you just start it, select
the folder with pictures and setup up some basic stuff (width/height,
number of rows, etc.) and click-click it's there: a bunch of static
.html pages and .jpg pictures ready for upload:
