The answer to the question depends on what you mean by "recognized
as". If you study the IDPL, you'll find that it conforms to all the
criteria laid out by the Open Source Initiative (see
http://www.opensource.org/docs/definition.php)

But the IDPL is _not_ an OSI-approved license. Getting the OSI to
approve a license involves a thorough legal analysis which must be
done by a lawyer and therefore costs (a lot of?) money - see
http://www.opensource.org/docs/certification_mark.php

Then again, OSI doesn't own the term "open source". Everybody is
entitled to their own definition. So it all depends on the kind of
reassurance the original asker seeks.
