admin is not available to general users. support questions are not
welcome on devel so no real confusion.

building and non-standard installations type questions which are
somewhat heavy for the basic support list.

PHP, .NET and Java have their own lists and handle build problems
relating to them, and building questions relating to them appear
regularly, so having a list for building related problems does make sence.
