If my memory is correct: Inprise decided to stop further development
of InterBase, but some customers and staff working on InterBase
objected. After a fight, Inprise decided to open the source rather
than let InterBase die gracefully as originally intended. After
opening the source, Inprise changed their mind again and continued
developing InterBase (although most of their staff originally working
on InterBase had quit).

That does not answer your question about motivation, but I doubt there
was much motivation behind the move.

Hopefully some of the people with IB-Phoenix will correct any mistakes
I may have written here.
