But, it doesn't support user management, which the GUI tool to be
distributed with FB should support.

This has been talked about for a long time. And, the current
consensus is that it is time for FB to have a basic GUI tool with no
advanced feature(just something like IBConsole will do).

It's about having one that would be maintained, by the Firebird
project, and distributed with Firebird.
