It's an Internet Relay Chat (IRC) network. You need an IRC client. MIRC is one of the more popular for Windows users - http://www.mirc.co.uk - shareware (you can use it unregistered) - available from Tucows.com, Shareware.com, etc.

MIRC (and no doubt other IRC clients) comes with the servers for the various networks (including Undernet) already installed...
