Firebird dev list at SourceForge (follow the URL in my sig)

Also, as far as I know you can't use the cygwin tools to build a Win32
build. There is a download which will allow to create a build using a
BAT file along with some other tools. Again, you'll get the details
from the dev list.

There is nothing wrong with Interbase,
that can't be fixed with Firebird.
