If I write a program, and give a copy to a friend of mine, telling him he
can use it but not copy it, that does not prevent me copying it and giving
it to other friends of mine, or selling it or anything else. If inprise
gives us a program, and says we can copy it and change it or whatever, it
doesn't mean that they are bound by that. They can still sell it, improve
it, etc. without telling us, if they choose. Remember, the IPL is a license
that Inprise have given us to allow us to use/copy/alter their software.
They are not bound by terms they have given us, unless they have chosen to
become so. They cannot, however, include updates made by other people,
unless they follow the rules mandated by the other people. These are
normally the same rules as the IPL.
