I've tracked newsgroups around the world. You'll find even one NG in French.

At the URL

you can subscribe to the emailing lists for IB in Mers if you don't like
newsgroups. The most famous NG is
mers.interbase.list
and you can subscribe to the emailing list that mirrors it at
http://mers.com/mailman/listinfo/interbase
using the web form in that URL.
