The answer is that the code that is currently available is an open
beta test of Borland's InterBase V6.0. Borland being a commercial
sort of place, there's a commercial sort of beta license. When
the ISC InterBase arrives, it will have no license keys. The reason
why you're all scrambling to get new keys is that in February, when
decisions about these kits were being made, I couldn't imagine that
we wouldn't be free before the end of May.
