You aren't missing anything IMHO. This charset must support all national
characters... at least in theory.

However, don't ask me if a COLLATE has sense after storing strings from
different languages.
;-)

The only cost is as you know better than me that each UNICODE will use two
or three bytes per each unicode-char, so you db grows faster and indexes are
more limited in their length.
