Here's a good place to start:

Interestingly enough, cyclic.com (the main point of contact for CVS
development) was just acquired from SourceGear by OpenAvenue which is based
out of....Scotts Valley, home of Borland. To extract a .tar.gz file under
Windows, use WinZip.
