In my opinion, the opensource articles (www.opensource.org) do not require
software compiled with opened source to be free. It does require that no
licensing fee or royalty be imposed on sales.
You can take market hype statements like that from Dale Fuller with a grain
of salt, since he will not be running the new company. Nor, with a
minority VC holding, do I think Inprise would be directing the executive
management of the new company. So how can he make predictions about
executive policies like pricing?
Therefore, any statement made by any person regarding the price (or
non-price) of compiled products under the new regime cannot be based on any
executive policy.
On the other hand, you might well find that, under OS, Interbase will be
found shipping free with other software bundles (like MSOffice, wouldn't
that be fun?) and/or pre-installed on new hardware. In that case, you
could call it "free", same as Windows is "free" when you buy it pre-installed.
I wouldn't base my development budget on free software quite yet...
