I can't? Who can stop me? If Dispatcher asked one services provider
and it answered "I can't handle that" who can stop Dispatcher from
asking the next service provider? Nobody. Who can prevent it from
attempt to handle the request itself? Nobody again.

Exactly! Exactly because of this backup service must be part of
engine and not separate service provider - version consistency.
