I think so. REPLACE behavior in FB seems to be more database-like, but as
already Martijn pointed, the MySQL's implementation isn't wrong at all.

Why not to create UPGRADE and SUBSTITUTE as keywords for this feature and
maybe in next releases add INSERT OR UPDATE? The INSERT OR UPDATE seems to
be (from my view) be the best word for this, but - as Nando said - dumb
parsers can be confused, so adding some synonym - UPGRADE/SUBSTITUTE can be
solition for these products.
