This means that RDB$PROCEDURE_BLR should be stored later. But, currently,
GBAK cannot update tables.

IMO, we can solve the dependency issues in a few ways and hopefully this is
doable for v3.0. But I don't have enough time to make a detailed proposal
these days. So let's wait until we move to the FB3 development. Or, if
someone volunteers to research the subject and outline the code changes
sooner, let's continue after that.
