It's obsolete because in Vulcan a) there is no longer a single security
database to manipulate, and b) there are create user, alter user, and
drop user commands, so gsec is neither necessary nor sufficient. All
that said, gsec will still be supported over the services api because of
a slavish and mindless devotion to backwards compatibility.
