The isc_database_info call returns information about the database, the
engine, and all of the transmission layers (the version information
contains a list of version string, once for each transmission layer).
It say, in effect, here's a database handle and a list of information
that I want, go get it. But it is absolutely contingent on a connection
(handle) to something, but until you ask, you won't know what.
